The California Energy Commission (CEC) is currently accepting comments on proposed amendments to California’s energy code, Title 24. According to a release from the International Association of Lighting Designers (IALD), “…the CEC published “45 Day” language for 2019 Title 24 on January18 and held hearings on February 5 and 6 to solicit discussion of the proposals; IALD public policy consultant John Martin attended the hearings.”
The public comment period runs until 5:00 p.m. PST on March 5, 2018, although the CEC staff does encourage commenters to submit comments ahead of the deadline to ensure time for proper review and response.
As the IALD release notes, “The following sections cover lighting in non-residential and high-rise residential buildings and their sites, and may be of interest to IALD members:
- Sec. 140.6, “Prescriptive Requirements for Indoor Lighting” (See subchapter 5 PDF on this list)
- Sec. 140.7, “Prescriptive Requirements for Outdoor Lighting” (also subchapter 5 PDF)
- Sec. 141.0, “Lighting Alterations” (See subchapter 6, same list)
To read the proposals, note that they show the entire text of the code as it currently exists. Proposed changes are shown with a vertical line in the left margin; language to be deleted is shown as a strike-through, and new language is underlined. The changes proposed in the draft language are not especially major, but they are extensive, and as they are implemented they will have an impact on work in California by IALD members.
The CEC encourages submission of comments via this link.
The CEC has scheduled further action on the 2019 amendments as follows:
March 21, 2018 | 45-day Language Hearings |
April 11, 2018 | Adoption of 2019 Standards at Business Meeting (15-Day) |
May 7-8, 2018 | ACM Reference Manual Workshop |
February to December 2018 | Staff work on Software, Compliance Manuals, Electronic Documents Available to Industry |
January 1, 2020 | Effective Date |
