Project Description

**No building drawings, No building permit., old earthquake-resistant building**

In fact, the number of buildings that have undergone completion inspections after new construction or renovations has been completed and have been issued with an “inspection certificate” is lower the older the construction is completed. According to data compiled by the Ministry of Land, Infrastructure, Transport and Tourism, the rate of completed inspections (number of inspection certificates issued/number of building permits) as of fiscal 1998 was 38%, but it is said to have been around 15% in the past.

The national and local governments have stepped up their crackdown on building violations by implementing a three-year plan (2002-2004) to increase the inspection rate by combining these completion inspections with interim inspections, which were introduced in 1999. Furthermore, in 2003, the Ministry of Land, Infrastructure, Transport and Tourism requested financial institutions to refrain from financing mortgages for buildings that do not have a certificate of inspection based on completion inspections.

Although the percentage of completed inspections is much higher than in the past, as of FY2012, 85% of inspections were conducted by specified administrative agencies (building inspectors) and 91% were conducted by designated inspection agencies. Even in this day and age where there is a strong demand for legal compliance, the fact that approximately 10% of buildings have not been inspected for completion poses a deep-rooted problem for the effective use of existing building stock.
